You can download another anti-virus or antispyware from another computer like from a friend, then save it on a flash drive and transfer it on your computer. But the flash drive might get also infected. If that doesn't work, you might just try reinstalling your OS.

First of all, if you have a system restore point use that.
Start up your computer in Safe Mode with Networking and see if u can download the avg update.
If that doesn't work, then try downloading other scanners with other computers and than transferring them to your computer and scan.

You may be having a virus or spyware installed on your PC. Norton, AVG , Avast are free antivirus software. Ad-aware, Ewido are free spyware removers. You can download free softwares at http://fixit.in/antivirus.html and http://fixit.in/spywareremover.html . You can also run a free registry scan using utilities from http://re7.info
